Client (Madhya Pradesh) perspective of the Wet lease Model:

In the Year 2020, a new model of Pathology Testing Wet Lease Reagent Rental model was implemented in the government health facilities- District hospitals and Civil hospitals of the state. Wet Lease is a radical model where the selection of outsource agency is done under Hybrid (PPP+ In-house) to transform the delivery of diagnostic services in MP.

  • 06 Types of Fully automated USFDA-approved machines installed in Reagent rental mode in each facility for providing more than 100 types of tests free of cost to all patients coming to these facilities. An outsourced agency was selected through an open tender for placement of these types of equipment with the availability of kits, consumables, Reagents, LMIS, repair, and maintenance
  • All machines are well connected with software so that all testing procedure from sample collection to report generation is automatic. All testing data is automatically fetched from the machine to a server without any manual intervention.
  • A central dashboard is also available at the state level for monitoring all testing in the state.

Reporting of the program is vertically and data through the centralized LIMS is interoperable with that of the other programs as well.

Challenges and lessons learned.

  • Irrational Deployment of lab technician in district lab.
  • Lack of ownership and monitoring of CMHO and Civil surgeon.
  • Unavailability of the pathologist, if available then, and deployment of the pathologist in other works
  • Reporting of the program is vertical, with no coordination among lab technicians.
  • Lack of Inventory management.
  • Unavailability of data entry operator

In the future, there is planning to add more testing Facilities like cytology, molecular testing, and Elisa testing in state health facilities.
